GNOME 40.alpha release, the first unstable release leading to 40 stable series is now available for testing or hacking purposes.

The GNOME 40.alpha release sources can be downloaded from this official download location. The stable version is expected to be out by the end of March however distributions like Ubuntu 21.04 will be sticking to GNOME 3.38.
